In recent decades, the effects of climate change have become more pronounced, especially as climate-related extremes, such as heat waves, droughts, flood, wildfires and tropical cyclones appear to be increasing in both frequency and severity. Despite the current debate on the cause of climate change, the data clearly shows two trends are certain: sea levels are rising, and average global temperatures are increasing. These changes are not without risk to natural and human systems, including critical infrastructure, on all continents.

Informed Planning: Translating Physical Impacts Into Expected Losses

Tropical Cyclones and other coastal hazards impact the United States every year, resulting in significant damage and destruction across communities. However, understanding which areas are at greatest risk and implementing effective mitigation strategies is not always as straightforward as it may seem. Meteorologists employ the latest tools to help reduce uncertainty when making future forecasts of storm tracks and expected inundation levels; however, understanding where and when the event is likely to take place and how much inundation to expect is only one part of the equation. Evaluating the expected impacts of the hazard event and translating these impacts into discernable consequences is crucial to inform planning.

Binera understands that most stakeholders lack the in-house expertise and tools necessary to make these critical connections. The interactive map shown here provides a notional example of how Binera is able to use our expertise to integrate client data on existing assets with the latest modeling tools to produce a risk assessment customized to meet the client’s needs.


Coastal areas across the U.S. are beginning to incorporate sea level rise adaptation into their community planning. However, many face the challenge of understanding the economic implications of future inundation risk. Binera, along with several prominent team members recently conducted an expansive inundation risk assessment for a series of vulnerable communities along the eastern seaboard of the United States. Binera employed our in-house knowledge and expertise of coastal hazard risk – including the impacts of climate change and sea level rise; FEMA’s Hazus program; and NOAA’s What Will Adaptation Cost framework to inform the inundation risk assessment and corresponding benefit-cost analysis of proposed mitigation measures designed to reduce risk both now and in future year scenarios. The results of this effort are being used to increase the long-term resilience of these coastal communities to various coastal hazards.
